According to the circular dated 08/08/2011, the Guinea Bissau Transporters Council (Conselho Nacional De Carregadores – Guinea Bissau / CNC-GB) has made it mandatory for authorized agents to issue ECTN (CEE) certificates. If the goods are transported by sea, the country of export must also issue ECTN (CEE) to avoid delays and penalties at the destination.

Guinea Conakry ECTN Certificate/Document

Guinea Conakry ECTN (ICTN) is a mandatory requirement for all imports into the country. Also known as BSC, Guinea Conakry ECTN (ICTN – International Cargo Tracking Code) is a mandatory loading certificate for all imports into the country. Those who do not obtain the ECTN certificate will have their cargo penalized at the port of destination. Failure to verify the ECTN certificate can result in serious consequences and a large fee, and must be done no later than five days before the ship arrives.

South Sudan ECTN Certificate/Document

South Sudan ECTN Certificate/Document

It is also a mandatory certificate for all your shipments to South Sudan. The document is issued within 1 week. If you want to change the destination after the ship has departed, you must obtain approval from the authorities. The carrier is responsible for obtaining the ECTN/BSC certificate and failure to obtain it may result in penalties. If the goods are transported by sea, the ECTN regulations for the host country of the port should also be reviewed to avoid delays and penalties at the destination. Goods arriving in Mombasa, Massawa, Port Sudan, Dar es Salaam or Djibouti will only need to obtain an ECTN certificate for South Sudan as the said ports do not have an application for BESC certificate for transit cargo.

Cameroon BESC Certificate/ Document

Cameroon, BESC certificate is mandatory. You must provide the necessary documents to obtain a BESC certificate. It usually takes a few days to obtain a BESC certificate, but it is recommended to allow a week for processing. If your shipment is in transit through Cameroon, you do not need a BESC certificate. It is the responsibility of the carrier to obtain a BESC certificate and shipments without it may be penalized. Based on the ministerial decree, all cargoes destined for the ports of Cameroon; Douala, Kribi, Limbe or any other port must be covered by BESC certificates, which certify the authenticity of the cargo and its compliance with Cameroon regulations. The BESC certificate must be obtained by the carrier or the carrier’s authorized representative. This is a legal requirement and shipments will not be allowed to enter Cameroon without it.

Republic of Congo ECTN Certificate/Document

It is mandatory to obtain the Republic of Congo ECTN certificate. You must submit the following documents to us during the application phase. The importer in the Republic of Congo must also issue a GUOT document with the code TI-xxxxx. In order to avoid the penalty fee, the certificate must be verified within 5 days of the ship’s departure. The ECTN certificate, also known as BESC, which stands for “Electronic Cargo Tracking Note” in English, is issued by the representative agencies of the Congo Shippers Council (CCC) and helps the government control international freight traffic to the country.

Madagascar BSC Certificate/Document

It is also a mandatory document for your exports to Madagascar. In order to ensure trouble-free customs clearance and not to be penalized, you must obtain a Madagascar BSC (Cargo Tracking Note). The process usually takes 2/3 business days. It requires a BSC certificate, which must be received at least 3 days before the declaration is submitted and must be presented 5 days before the ship arrives at the Customs area. Not having the document may result in your export being returned.

Mali, ülkeye yönelik tüm gönderiler için Bordereau Electronique de Suivi des Cargaisons (BESC) olarak da bilinen bir Elektronik Kargo Takip Notu (ECTN) sertifikası gerektirir. BESC işlemi genellikle 2/3 iş günü sürer.BESC, Mali’ye gönderilen tüm gönderiler için zorunludur ve konşimentoda belirtilmelidir. Varış limanı için sertifika gerekliliklerini kontrol etmek ve olası gecikmeleri veya cezaları önlemek için gerekli tüm belgelerin alındığından emin olun. BSC, MNSC (Mali Ulusal Nakliyeciler Konseyi) gerekliliklerine göre, geminin kalkışından sonraki 5 gün içinde veya geminin limana gelişinden 5 gün önce ibraz edilmelidir. BSC’siz gönderim veya BSC’de yanlış bilgi verilmesi, BSC’nin maliyetine ve MNSC tarafından belirlenen ek düzenleme ücretlerine eşit bir para cezası ile sonuçlanır.

Niger BSC Certificate/Document

The Niger BSC (Electronic Cargo Tracking Note) certificate is mandatory for all shipments with final destination in Niger. If your export is in transit via Abidjan, Ivory Coast, you will only need a Niger BSC certificate. If the discharge port is stated as Lagos, Nigeria or Tema, Ghana on the bill of lading, no additional BESC/ECTN certificate is required. According to the circular letter (Decree No. 2013-465/PRN/MT) issued on November 15, 2013, a Niger BESC certificate must be issued for all shipments arriving in Niger. BESC is used as an abbreviation. Its original form is ‘Bordereau électronique de Suivi de Cargaison’, which is of French origin. All West African countries that speak the French language use the abbreviation BESC.

Central African Republic ECTN Certificate/ Document

The ECTN certificate is a mandatory document for shipments to the Central African Republic. Please note that final documents must be kept the same after submission as any changes will result in a penalty fee. The verification process takes approximately one week and all documents must be consistent to receive a verified certificate. Contact us and we will quickly start the process of obtaining the ECTN certificate for your shipments to the Central African Republic. Although Cameroon is the closest port country to the Central African Republic, the Cameroon BESC certificate is not required for transit cargo. For transit cargoes going via Douala or Kribi, only the Central African Republic ECTN certificate will be sufficient.
